Texas Sterling’s signature projects are the first three segments of light rail to be constructed by the Metropolitan Transit Authority of Harris County, Houston Texas (METRO).? The $80.2 million project consisted of 7.5 miles section of the first light rail, including 16 stations, through downtown Houston, the Texas Medical Center, the Museum District and past the Astrodome/Reliant complex. In the downtown sections the entire ROW was rebuilt from building edge to building edge, including pavers, electrical, water & sewer, drainage structures, concrete paving and utility tunnels. The project included two bridges, one historic replacement, and considerable utility tunnel relocation.? Eight of nine early completion bonuses were received as Texas Sterling worked closely with the design engineer to deliver the construction ahead of schedule and in time to deliver 64,000 passengers to Super Bowl XXXVIII.?
These projects were awarded on lump sum bid and were constructed with separate design and construction contracts but required close coordination between the Engineer and the contractor.? The delivery method is described as being the precursor to Texas House Bill 2300, allowing design-build for transportation projects in Texas. Considerable coordination was required and maintained with multiple governmental agencies, private businesses and the public to ensure safety and early completion of the project.
